A collaborative of health and social service agencies is planning a large Community Hub in Brantford Ontario that will co-locate all agencies on a single site and ensure that services are accessible, welcoming, and inclusive. The Hub Development Committee, under the leadership of Willowbridge Community Services, is seeking consultation services for an exploration of the role Social Finance can play in capital financing of the hub.

The scope of work includes building an approach to engaging public/private partnerships, including, but not limited to, a social finance strategy and other relevant investment plans to contribute to the support of capital financing of the Brantford Community Hub. The consultant/facilitator’s role will be to engage critical stakeholders to discuss and explore the options with hub partners, interested investors, and social finance advisors, which focus on building a credible, feasible financing strategy with significant community engagement (e.g. possible community impact bonds). The final product will be a proposed social finance plan supported by feedback from the hub’s governance model, the hub partners, and other key stakeholders with an implementation strategy included. The plan will also identify potential investors, set goals and projected revenues, and recommend the structure and processes needed to support the use of social financing in this initiative.
